Why did Lake Powell hit a record low water level?
The nation's second-largest reservoir fell below its April 2023 mark as Western states still lack a durable Colorado River plan.
Lake Powell just gave Western families a hard water-and-power receipt.
The Associated Press reported that the water level at Lake Powell, the United States' second-largest reservoir, fell to a record low on Saturday. The milestone came about a week after Lake Mead, the river's other major reservoir, also hit a historic low. Together, the two reservoirs are the backbone of the Colorado River Basin, a system AP said supplies wildlife, hydropower, and more than 40 million people across seven states: California, Arizona, Nevada, New Mexico, Utah, Wyoming, and Colorado.
Federal data behind the headline is specific. AP said Lake Powell's elevation dropped to 3,519.91 feet above sea level on Saturday, slipping just below the previous record set in April 2023, according to the U.S. Bureau of Reclamation. The lake is more than 20 feet lower than it was at the start of the year. It is now about 30 feet from the point at which turbines would stop producing hydroelectric power. Federal officials warned in April that a "major intervention" would be necessary to avoid reaching that threshold by the end of this year.
This is not a one-week weather story. AP reported that persistent overuse, a record-dry winter, and rising temperatures have been draining both reservoirs while the federal government and the seven basin states still struggle to agree on a long-term management plan. In July, the Bureau of Reclamation proposed a 10-year plan that includes major potential water cuts for Arizona, California, and Nevada. Both reservoirs are at the lowest levels they have been in nearly seven decades. A recent paper by academics and retired water officials noted that the last time combined storage was this small was May 1957, when Glen Canyon Dam was still being built. Powell began to fill in 1963.
Household stakes are practical. Lower reservoirs threaten drinking-water reliability, farm deliveries, and electricity from hydropower. Tourism feels it too. AP said falling levels have forced marinas to adapt: boat ramps closed or moved, new ramps added, and marinas temporarily relocated to deeper water. For families in the Mountain West and Southwest, that is not abstract climate language. It is whether the tap, the field, the power bill, and the local marina still work as promised.
What would change the story is a durable interstate plan, enough wet winters to rebuild storage, and proof that cuts and conservation are shared rather than delayed until turbines are at the edge. Until then, the scoreboard is elevation, not speeches. Lake Powell set a new low. Lake Mead already did. The basin still does not have an agreed long-term fix.
